要确保居民收入到2020年翻一番,除了要保持一定的经济增速外,还要进行收入分配的结构性调整。说白了,就是政府与企业要让利。这并不是要政府与企业减收,而是说他们的收入增速要降下来,不宜超过GDP的增速。这是因为从分配的角度看,GDP生产出来后由政府、企业与居民三家分。要使居民收入与经济增长同步,政府与企业的收入增长就不能高于经济增长,否则对居民收入就有挤出效应。
To ensure that residents’ incomes double by 2020, apart from maintaining a certain economic growth, structural adjustment of income distribution will also be required. To put it plainly, that is, the government and enterprises should make profits. This does not mean that the government and enterprises should reduce their revenue, but rather that their income growth will have to go down rather than exceed the GDP growth rate. This is because from the distribution point of view, GDP is produced by the government, enterprises and residents of three points. To keep the income of residents synchronized with economic growth, the revenue growth of both the government and the enterprises can not be higher than that of economic growth or there will be crowding-out effect on the residents’ income.
