象山县黄避岙乡黄避岙村和墙头镇舫前村属于象山县欠发达地区提升村。由于位置偏僻,经济基础都较为薄弱,以农业为主;自然环境保护良好,有山、有水、有历史。随着象山港大桥的建成通车,两个村的区位条件发生了巨大变化,发展潜力很大。结合蹲点调研,我们作了一些有关新农村建设在认识上、政策引导上和资源整合上的整体性思考。一是认识上,要确立由“劣势”向“优势”的转变;二是政策导向上,要确立由“输血”向“造血”的转变;三是资源整合上,要确立由“政府主导”向“市场主导”的转变。
Xiangshan County, Huang Ao Township, Huang Ao Huang Village and Qiandou Town Fangqian Village belong to less developed areas in Xiangshan County to enhance the village. Due to its remote location, the economic base is relatively weak with agriculture as the mainstay. The natural environment is well protected with mountains, water and history. With the opening of Xiangshan Port Bridge, the conditions of the two villages have undergone tremendous changes and have great potential for development. Combined with the investigation, we made some overall thinking on the construction of new rural areas in terms of understanding, policy guidance and resources integration. First, to recognize, we should establish the transition from “disadvantage ” to “advantage ”; second, on the policy direction, we should establish the transition from “blood transfusion ” to “hematopoiesis ”; third, on resource integration , It is necessary to establish the transition from “government-led” to “market-led.”
