公安机关实行职位分类是人事管理制度的发展趋势。职位设置必须在“三定”和职能分解的基础上进行 ,应遵循系统整体性原则、能级层次原则和最低数量原则。建立职位分类制度应从以下几个方面入手 :按公安工作特点进行分类 ;主要以警种结构和公安专业为基础 ;建立具有公安特点的职级级别制度 ,实行警衔制度取代国家公务员的级别制度 ;制定具有公安特点的职位说明书 ;实行公正的考核制度。只有这样 ,才能真正达到提高工作效率、增强公安队伍战斗力的目的。
Public security organs to implement job classification is the development trend of personnel management system. Job setting must be based on the “three determinations” and the decomposition of functions. The principles of system integrity, energy level hierarchy and minimum quantity should be followed. The establishment of job classification system should start from the following aspects: According to the characteristics of public security work to be classified; mainly police structure and public security profession as the basis; establish a system of rank and grade with public security features, implement the rank system to replace the national civil service; Public security features of the job description; the implementation of a fair assessment system. Only in this way can we truly achieve the goal of improving work efficiency and enhancing the combat effectiveness of public security forces.
