在当代我国政府职能转变过程中,非政府组织作为部分公共事务的承担者,在社会公共事务中起着越来越重要的作用。但在发展过程中,呈现出缓慢而滞后的节奏。结合当下情境,存在着门槛设置过高;缺乏稳定资源;法律制度不健全;缺乏外部监督等主客观因素制约非政府组织的发展。为此,我们必须要通过放松规制,培育民众意识;提供财政支持,加强自我创新;完善制度建设;强化外部监督,优化内部治理等发展途径,促进其进一步的发展。
In the process of the transformation of government functions in contemporary China, non-governmental organizations as an undertaker of some public affairs play an increasingly important role in social public affairs. But in the development process, showing a slow and lagging rhythm. Combined with the current situation, there are barriers to setting too high; lack of stable resources; the legal system is not perfect; lack of external supervision and other subjective and objective factors restricting the development of non-governmental organizations. To this end, we must strive to foster public awareness by relaxing regulations, providing financial support, strengthening self-innovation, improving system construction, strengthening external oversight, and optimizing internal governance so as to promote its further development.
