根据中朝方面与美国方面经过瑞典政府所作的安排,关於政治会议问题的双方会谈已於十月二十六日在板门店开始。中朝方面在其十月十日和十九日的声明中,都曾明确肯定地指出:双方关於政治会议问题的会谈,不仅应当解决政治会议的地点和时间问题,以及有关程序的、行政管理的和安排方面的各项问题,而且“更主要的是应当解决政治会议的成员问题”。美国方面在其十月十四日的声明中也正式承认,他们的代表准备“就政治会议的组成问题交换意见”。由双方交换的这些文件可以看出:关於政治会议成员问题之应当作为这次双方会谈的议程之一,是中朝和美国双方都已经一致表示同意了的。
