近年来,因受能源结构调整、环境污染治理等因素影响,宏观经济不振,市场急剧萎靡,钢铁、煤炭中小企业纷纷倒闭。国有多种经营企业随着企业主体经营业绩下滑,也出现了竞争加剧,利润降低,经营困难等问题。为改变现状,进一步提高国有多种经营企业应对市场挑战和实现自我解困、自主生存的能力,本文作者围绕“自主经营、自负盈亏、自担风险、自我约束、自我发展”的“五自”经营理念,推行企业基层单位模拟法人运转机制,循序渐进推进企业改革,探索国有多种经营企业依靠企业改革应对挑战,依靠机制转换激发发展活力的途径。
In recent years, due to factors such as the adjustment of energy structure and environmental pollution control, the macroeconomic slump and the market have been sluggish. Small and medium-sized enterprises like steel and coal have closed down one after another. With the decline in the performance of enterprises, the diversified state-owned enterprises also experienced such problems as intensified competition, lower profits and difficulties in operation.
