〔据《光明日报》1984年5月29日第一版报道〕最近苏州市科委批复了殷乃德向苏州市人民政府提出的关于创办私立研究所的报告,同意创办“殷乃德非金属电镀研究所”.批复中指出:“你申请创办私立研究所,决心以你的技术、智力为祖国的四化建设服务,对进一步活跃我市科技市场,拓宽人才流动渠道是一个大胆的尝试,具有积极的意义.我们予以支持.” 该所经济上属自负盈亏性质,主要面向乡镇企业和军事科研部门.其主要任务是:承接技术咨询;提供技术服务;承接研究课题.在人员上,采用招聘和聘用兼职的办法;注重才学,并观德行;注重实际能力,不唯学力、资历.
