自四月以来,各个基本建设单位,根据重工业部全年工作部署,已展开了群众性的反浪费与建立责任制运动。几个月来,凡是结合本身具体情况,认真抓紧这一中心工作的单位,行政干部、技术人员及职工群众的责任心和企业管理水平,确已有显著提高,普遍地加强了对国家财产的责任观念,开始树立了经济核算思想,并改善与推动了当前工作。截至六月底止,根据一百六十三个单位的统计,已完成全年工作量百分之三十,其中鞍钢完成百分之三十一,有色局完成百分之二十八,钢铁局完成百分之三十二,化工局完成百分之二十七,建工局完成百分之二十七。目前在完成工程计划、保证工程质量及财务管理上、虽然比去年有了显著进步,但仍存在以下几个问题,必须引起各级领导重视。第一、至目前为止,我们只完成全年工作量的百分之三十。因此第三、四季度必须要完成全年计划的百分之七十。这个任务是非常繁重的。尤其目前有些单位,如有色局、建工局开工情况还很不好。其次,工程质量低劣情况仍不少,凡已开工的工程,仍存在着程度不同的质量低劣情
