对科技成果经济效益的评估是经常碰到的问题。自铁路专利咨询服务中心成立以来,已为全路初审了几百项科技成果,并选出16项申报国家发明奖。其中一项获二等奖,七项获三等奖,八项获四等奖。但是,在符合国家发明奖励条例规定的前提下,如何正确评估该项发明的经济效益,以便确定申报发明奖励的等级,仍是一个急待解决的问题。特别是1985年4月1日在我国实施专利法以来,全路通过铁路专利咨询服务中心办理了132项专利申请,其中30项已授予专利证书。在办理专利申请时,也经常遇到所申请的专利的经济效益问题。为此,我们就这一问题进行探讨。
Evaluation of the economic benefits of scientific and technological achievements is a frequently encountered problem. Since the establishment of the Patent Consultation and Service Center for Railways, hundreds of scientific and technological achievements have been first reviewed and 16 national invention awards have been declared. One of them won second prize, seven won third prize and eight won fourth prize. However, on the premise of complying with the provisions of the State Invention and Reward Regulations, how to correctly assess the economic benefits of the invention in order to determine the level of the invention rewards for declarations remains an urgent issue to be solved. Especially since April 1, 1985, the Patent Law was implemented in our country, 132 patent applications have been handled through the Patent Consultation and Service Center of Railway, and 30 of them have granted patent certificates. In handling patent applications, they often encounter the patent application of the economic benefits. To this end, we discuss this issue.
