The Economic and Social Commission for Asia and the Pacific has long recognized that a declaration of national maritime transport legislation is indispensable for the achievement of the developing member countries of the Commission in the development of maritime transport and international trade. It has been felt that in some developing member countries of the Economic and Social Commission for Asia and the Pacific, most of the existing maritime transport legislation is out of date and can not meet the needs of the shipping industry and the development of international trade. Many of these countries inherit the maritime laws and regulations of their former sovereign states, which are detrimental to the development of their own merchant shipping fleet and the systematic formulation of appropriate maritime transport policies
