筹资是农村合作医疗运行和发展的关键问题,本文围绕着新型农村合作医疗筹资的平衡性,即围绕着不同区域筹资水平、筹资的多方结构、筹集与支出的管理三个方面的问题,通过数据和个案进行分析和研究,认为我国中西部地区与东部地区人均筹资水平差距逐渐缩小,开始呈现均等化走势,而在多方筹资结构中则出现“错配现象”;在筹资与支出管理中则出现了“高结余”现象。为此,本文在总结国内新型农村合作医疗试点后,提出了新型农村合作医疗筹资发展的三个方面的对策建议。
Financing is the key issue of the operation and development of rural cooperative medical system. This article focuses on the balance of fundraising of new rural cooperative medical system, that is, around the financing levels in different regions, the multi-party structure of fund-raising, the management of raising and spending, And case studies, we find that the gap between the central and western regions of China and the average per capita level of funding in the eastern region has gradually narrowed, and the trend of equalization has begun to show an equal trend. However, “mismatch phenomenon” has emerged in multi-party funding structures. In fund-raising and expenditure management There has been a “high balance ” phenomenon. Therefore, after summarizing the pilot of new rural cooperative medical system in our country, this paper puts forward countermeasures and suggestions on the three aspects of financing development of new rural cooperative medical system.
