据《人民公安报·交通安全周刊》2001年 2月 1日报道,2000年8月3日晚,四川荣县林业局局长张正和无证驾驶车辆,在成渝高速公路发生车祸。随车同行的荣县县委书记杨文勇当场身亡。肇事后,张正和不但不承担责任,反而让专职驾驶员龙华胜当“替罪羊”,答应“日后照顾他”。由于驾驶员龙某作伪证,直到8月底才破案,肇事者受到了法律的制裁。
