一、几点“从概念出发”的意見馬克思主义告诉我们,研究问題应当从实际出发,不能从概念出发。我在这里,为什么辟头就要谈几点“从概念出发”的意見呢?因为关于国民经济平衡问題已经存在着某些概念之爭,有必要先把自己的某些有关概念交代清楚。1.关于综合平衡我所谈的国民经济平衡是指国民经济的综合平衡。我的确认为,把“综合平衡”作为国民经济的平衡来理解,可能是比较科学的。但是,既然存在着不同的理解,我看,就不如在综合平衡的前边加上个限制词好一些。至于不加限制词的所谓综
