国民政府定都南京后,聘请美国建筑师墨菲为顾问,吕彦直等人为助手,于1929年底编制成《首都计划》,奠定了抗战前南京城市规划发展的基础。该计划按照现代城市功能,将南京城分为中央政治区、市行政区、工业区、商业区、文教区、住宅区等六大功能区,其中有关中央政治区的设想几经修正。1935年中央政治区规划建设工作启动,但实施不久即因抗战炮火而中途夭折。此组文件部分反映了中央政治区建设的规划与变动状况以及界址勘定、征购土地等情况。
After the Nationalist government in Nanjing, hired American architect Murphy as an adviser and Lu Yanzhi et al as assistants to compile the “Capital Plan” at the end of 1929, laying the foundation for the urban planning and development of Nanjing before the Anti-Japanese War. According to the modern city function, the project divides Nanjing into six major functional areas: the Central Political District, the City Administrative Zone, the Industrial Zone, the Commercial Zone, the Cultural and Educational Zone and the Residential District. Several amendments have been made to the Central Political District. The planning and construction of the Central Political District started in 1935, but it died shortly afterwards due to the anti-Japanese artillery fire. Part of this document reflects the planning and changing conditions of the construction of the Central Political District as well as the site identification and the acquisition of land.
