以江苏省40个国家基地体校为研究对象,运用文献资料法、专家访谈法和数理统计法对基地的建设基础、软硬件保障、人才培养和选拔输送等进行研究。结果表明:通过两轮国家基地创建工作,江苏省建立了完善的政策制度,项目布局突出区域引领、特色保持的理念,形成了良好的运行机制,取得了令人满意的成效。建议在今后的基地建设中应坚持长效管理理念,完善程序化管理体系,改革优化考核评价和奖罚激励等制度,施行定期回访和督查机制;加强与高校及科研机构合作平台搭建;树立大人才观,提高人才培养效益;引进训练和管理人才与合理调整队伍结构相结合,确保基地规范化建设工作的可持续发展。
Taking 40 sports schools in Jiangsu Province as research objects, this paper studies on the bases, software and hardware support, personnel training, selection and transportation of bases using literature review, expert interviews and mathematical statistics. The results show that: Through the establishment of two national bases, Jiangsu Province has established a sound policy system, prominent regional project layout and characteristics of the concept of maintaining a good operating mechanism, and achieved satisfactory results. It is suggested that in the future construction of bases, we should adhere to the concept of long-term management, improve the system of procedural management, reform and optimize the system of assessment and reward and punishment incentives, and implement regular visits and supervision mechanisms; strengthen the platform for cooperation with universities and research institutes; Talented people, improve the efficiency of personnel training; the introduction of training and management personnel and reasonable adjustment of the ranks of the combination to ensure that the standardization of the base of sustainable development.
