Comrade Deng Xiaoping inspected various places in the south and made many important remarks. These talks, with their far-sighted and broad-based views, are the driving force for our ideological drive and action in building socialism with Chinese characteristics. Its overall spirit is: emancipate the mind, deepen the reform, seize the opportunity and speed up development. Here, emancipating the mind is the premise and the key. Without emancipation of the mind, there can be no deepening of the reform, nor will we seize the opportunities and speed up development. From our experience in studying the important speech made by Comrade Xiaoping over the past year in Jinzhou City, we have done a lot of work in deepening the reform and opening up to the outside world.
