目的:对湖北省城镇职工基本医疗保险基金运行现况进行分析,发现存在的问题,提出相应的政策建议。方法:采用描述法对湖北省2010—2014年城镇职工基本医疗保险基金运行数据进行分析。结果:湖北省城镇职工基本医疗保险基金连续3年赤字,且赤字规模不断扩大,同时个人账户沉淀过多。结论:为城镇职工基本医疗保险的可持续发展,后续改革应深化医保支付方式改革、改革个人账户制度、推进医疗服务网络监管及推动分级诊疗制度建设。
OBJECTIVE: To analyze the current situation of basic medical insurance funds for urban workers in Hubei Province, find the existing problems and put forward the corresponding policy recommendations. Methods: Descriptive method was used to analyze the operating data of basic medical insurance funds for urban workers in Hubei Province from 2010 to 2014. Results: The basic medical insurance fund for urban workers in Hubei Province has been in deficit for three years in a row and the scale of the deficit has been continuously expanded. At the same time, personal accounts have precipitated too much. Conclusion: For the sustainable development of basic medical insurance for urban workers, the follow-up reform should deepen the reform of medical insurance payment, reform the personal account system, promote the supervision of medical service network and promote the construction of the hierarchical medical treatment system.
