近几年来,由于受多种因素的影响,我省农村卫生事业发展比较缓慢, 农村卫生改革相对滞后,农村卫生管理体制、服务体系尚不健全,造成农村缺医少药,农民看病难。这种状况很难适应农村经济的发展,满足不了农民群众医疗保健的需要,同时也制约了卫生事业的发展,影响了全面建设小康社会的进程。为此,提出以下建议: 一、改革农村卫生管理体制,实现由“乡管”到“县管”的转变。将乡镇卫生院统一上划到县级人民政府管理,其人员、业务、经费等划归县级卫生行政部门按职责管理, 经费预算指标相应上划到县级财政。二、加大对农村公共卫生事业的投入,严格执行财政补助政策。对县(市)、区级疾病防控机构(含结防机构)应
In recent years, due to a variety of factors, the development of rural health in our province has been relatively slow. The rural health reform has lagged behind.
