乡村振兴,关键在人,特别是在于有情怀、有知识、有能力、真作为的人才.因此,党和国家把人才振兴作为谋划和推进乡村振兴战略实施的重要着力点.今年中共中央办公厅、国务院办公厅印发了《关于加快推进乡村人才振兴的意见》(以下简称《意见》),从人才队伍建设角度,为乡村振兴注入了强大政策力量.人才振兴是全面推进乡村振兴的基础,《意见》为夯实这个基础做好了高瞻远瞩的顶层设计,勾勒出了清晰科学的施工蓝图.当前,乡村人才总体发展水平与乡村振兴的要求之间还存在较大差距,必须把建设一支能够担当使命的人才队伍作为乡村振兴的关键突破口.
