最近召开的党的十四届五中全会,通过了《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》,这是一个具有划时代意义的纲领性文件,对今后十五年的建设和改革作了明确的阐述。有以下四个特点:①《建议》写了六部分40条,十分简明扼要,既论述了今后15年里进入21世纪的重要发展时期,又提出了今后15年的主要奋斗目标;既提出了今后建设的九条方针,又讲了战略布局;既指明了改革的任务,又讲了社会发展的基本政策;既讲了物质生产发展社会生产力,又讲了精神文明建设。②《建议》既区别于
The recently held Fifth Plenary Session of the 14th Central Committee of the Party adopted the “Resolution of the CPC Central Committee on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010”, a programmatic document of epoch-making significance. The construction and reform in the next fifteen years make a clear statement. It not only discusses the important development period of entering the 21st century in the next 15 years, but also sets forth the major goals for the next 15 years.
