1. Speed up the pace of capital construction loans and implement paid investment. 2. We will vigorously promote economic responsibility system for investment and contract. All construction projects within the state budget shall be subject to the investment package and the funds will be transferred to the CCB for unified adjustment if they have the approved design tasks, preliminary design and total budget estimates and are included in the infrastructure plan. 3. Reform construction industry finance management law, support bidding contract system. Construction contractors required funds, CCB to give loans to support. 4. Reform preparation materials management approach, the implementation of unified liquidity management system. 5. The allocation of funds for capital construction within the state budget shall be changed by “sub-pre-payment and ending on a monthly basis.”
