On August 29, 2005, the Ministry of Commerce, the Ministry of Public Security, the State Administration for Industry and Commerce and the State Administration of Taxation jointly promulgated the Measures for the Administration of the Circulation of Used Vehicles, and came into effect on October 1, 2005. The “Administrative Measures” is formulated on the basis of extensively listening to the opinions of all parties in the society, drawing on the experience of other countries for reference and combining with the current situation of the circulation of used vehicles in our country.
