现就我们为司法部门咨询服务的尝试,向大家做一个介绍和汇报。为司法部门服务,主要是解决海事纠纷和鉴定沉船事故过失责任承担问题。在这方面,我们做了两件事。一件是为天津市人民检察院做出关于拖轮17号轮沉船事故的责任分承鉴定,一件是为天津市中级人民法院处理轮19号和粮油1号轮海事纠纷进行法庭调查并提出责任分担的意见。由于水上检察院正在组建,还没有开展工作,而天津市人民检察院又是初次受理海事案件,所以,感到有一定的困难。经过数月调查,也难以断清,双方提出的海事报告,又是各述其理,许多情况矛盾交叉。检察院要求航海学会提出一个意见。我们考察碰撞双方都是学会单位,学会毕竟是群众性的学术团体,只能够以咨询服务的方式,协助司法部门从航海法
