一九八七年六月十八至十九日,总参工程兵在南京对我院承担的《全国人防工程总体规划决策的系统分析》课题进行论证。会议一致认为:课题组采用系统分析的方法,从高层次上对全国人防工程建设的总目标进行定性定量分析,确定工程建设的合理比例和投资方向,将为领导机关决策和制定长远规划提供科学的依据,具有现实和深远意义。同意开题研究。会议对课题组的工作作了充分的肯定,认为课题组提出的研究方法和途径是可行的,提出对毁伤分析,人防工程防护效率评估,疏散模型,总体规划,效费优化和投资模型等进行
