在加快基础设施建设的同时,务必高度重视并加强各级疾病预防控制机构的职能定位、责任分工和人员队伍建设。目前,各级疾病预防控制机构队伍庞大,整体素质不高,不适应工作要求,财政也难以提供经费保障。要实行定编定员,竞聘上岗,妥善安置不合格人员和富余人员,积极吸收学有所长的大专毕业生从事疾病预防控制工作,增加骨干力量,改善知识结构,提高专业水平。要加强各级疾病预防控制人员的专业培训,提高现场流行病学调查水平和操作技能,提高疾病预防控制人员整体素质。
While speeding up infrastructure construction, we must attach great importance to and strengthen the disease prevention and control institutions at all levels of function orientation, division of responsibilities and staff building. At present, the disease prevention and control institutions at all levels have a large contingent of employees with a low overall quality and do not meet the job requirements, making it difficult for the government to provide financial protection. It is necessary to implement the editorial staff, competing for jobs, properly setting up unqualified staff and redundant staff, and actively absorbing college graduates with expertise in disease prevention and control, increasing the backbone, improving knowledge structure and improving professional standards. To strengthen the professional training of disease prevention and control personnel at all levels, improve the level of field epidemiological survey and operational skills, and improve the overall quality of disease prevention and control personnel.
