行政法制现代化建设在我国的法制现代化进程中有着重要的地位,而关注行政法制就必须关注行政程序法制,行政程序法典化能更好地体现行政程序法制现代化的要求。当前,我国制定行政程序法典化所需环境得到客观改善,而即使时机未完全成熟,行政程序法典化进程亦应及早启动,这是合乎逻辑的理性选择。
The modernization of administrative legal system plays an important role in the process of legal modernization in our country. However, paying attention to the administrative legal system must pay attention to the legal system of administrative procedure. The codification of administrative procedure can better reflect the requirements of modernization of administrative procedure. At present, our country needs to objectively improve the environment required for the establishment of a codification of administrative procedures.
