軍管會文教接管部爲整理並扶植本省私立中小學校,特於本月十五日公佈省私立中小學校暫行管理辦法,全文如下: 一、爲整理並扶植本省私立中小學校,特制訂本辦法。二、本省所有公私立中小學,無論過去已否立案,在本年七月底以前(外縣區八月底以前)均須向所在地人民政府重新登記。中學:昆明市由市人民政府,各縣由人民政府核明(?)轉本府審查。小學由市縣(局)人民政府核辦後呈報本府備查。凡未經申請登記審查合格者,即不得繼續開辦。三、新關辦之私立中小學,除應遵照前條規定進行登記外,須另呈開辦計劃書,以備審查。四、私立中小學,必須實施共同綱領所規定的新民主主義教育,遵照人民政府所規定之學制、課程、教學管理原則及各項教育法令規章辦理,並採用人民政府所編之教材。
In order to organize and nurture the private primary and secondary schools in the province, the Joint Commission on Education Management of the Military Administrative Commission promulgated the provisional management measures for provincial private primary and secondary schools on the 15th of this month. The full text is as follows: 1. The Measures are formulated in order to organize and nurture the private primary and secondary schools in the province. 2. All public and private primary and secondary schools in our province, no matter whether the case was filed in the past or not, must be re-registered with the local people’s government before the end of July this year (before the end of August of the county outside the county). Secondary schools: Kunming Municipal People’s Government, the county by the people’s government verification (?) Transfer to the government review. The primary school shall be submitted to the government for examination after being verified by the municipal (bureau) people’s government. Anyone who fails to apply for registration examination shall not continue to operate. Third, newly closed private primary and secondary schools, in addition to registration in accordance with the provisions of the preceding article, shall be separately presented with a proposal for examination. Fourth, private primary and secondary schools must implement the new democratic education stipulated in the common program, follow the rules of the schooling system, curricula, teaching management and education laws and regulations stipulated by the people’s government, and adopt teaching materials compiled by the people’s government.
