为有计划的点烧林内可燃物,清除火灾隐患,降低开设防火线成本,变害为利,由黑龙江省森林保护研究所承担的国家基金项目《林内外计划火烧的研究》,确定在1990年4月20日前,于大兴安岭地区十八站林业局,进行6万多公顷的林内计划火烧,和500多公里沟塘防火线的计划火烧。并拟于1990年1月对参加点烧的全部工作人员(共10余名)
