城管综合执法体制和工作机制的进一步改革即将启动,通过对城管综合执法在体制、机制和法制等方面存在的问题进行细致的分析,提出切实可行的解决对策具有重要的意义。在明确城管执法部门的各项职能的基础上,进一步完善末端执法与前端许可间的衔接机制,同时加快高位阶法律规范的出台,为城管综合执法提供法制保障。
Further reform of urban management law enforcement system and working mechanism is about to start. It is of great significance to put forward feasible solutions to the problems existing in the system, mechanism and legal system through comprehensive enforcement of urban management. On the basis of clarifying the functions of the urban management law enforcement departments, the cohesive mechanism between the end enforcement and the front-end permission should be further perfected and the promulgation of high-level legal norms should be accelerated to provide legal guarantee for the comprehensive enforcement of urban management.
