2004年是不平凡的一年,这年1月1日,《港口法》,《港口危险货物管理规定》(交通部2003年9号令)和《船舶载运危险货物安全监督管理规定》(交通部2003年10号令)同时生效,而1981年交通部颁布《船舶装载危险货物监督管理规则》([81]交港监字2060号)废止。这一部法律和两个交通部令(以下简称一法两令)调整了水上危险货物运输的管理,带来了水上危险货物运输要求非常大的变化,给载运危险货物船舶带来了考验。载运危险货物船舶如不了解这些新要求和变化,还按照以前的方式来运输危险货物,就可能发生一些违章,导致耽误船期或其它经济损失。本文结合工作实际,试就水上危险货物运输要求变化和对策作一些的探讨,供同行们参考。
2004 is an extraordinary year. On January 1 of this year, the “Port Law”, “Provisions on the Administration of Dangerous Goods by Port” (Decree No.9 of 2003 by the Ministry of Communications) and “Provisions on Supervision and Administration of the Safety of Carnets Carrying Dangerous Goods by Ships” (Ministry of Communications 2003 Decree No. 10) took effect at the same time, and in 1981 the Ministry of Communications promulgated the “Rules for the Supervision and Administration of Ships Carrying Dangerous Goods (No. This law and the two ministerial ordinances (hereinafter referred to as ”one law") regulate the management of the transport of dangerous goods by water and bring about a very large change in the requirements for the transport of dangerous goods by water, putting the test on ships carrying dangerous goods.
