社会资本与政府和公民的良好合作关系的建立存在着结构性制约与依赖关系 ,但目前我国社会资本还相当缺失 ,因而制约了我国政府与公民的良好合作关系的建立。必须以善治的理念为指引 ,实施对政府官员的美德教育 ;建立互动型的行政决策体制 ;实现公共管理过程的法制化与程序化 ;培育壮大第三部门并充分发挥其中介作用 ,从而促进我国社会资本的发展和良好政民关系的重塑 ,并最终促进我国善治的实现
The establishment of a good cooperative relationship between social capital and the government and citizens is characterized by structural constraints and dependencies. At present, however, there is still a considerable shortage of social capital in our country, thus restricting the establishment of good cooperative relations between our government and citizens. We must take the idea of good governance as the guideline, implement the virtue education to government officials, establish an interactive administrative decision-making system, realize the legalization and procedure of the public administration process, nurture and strengthen the third sector and give full play to its intermediary role so as to promote our country The development of social capital and the remodeling of good relationship between the government and the people and finally the realization of good governance in our country
