1992年以至整个“八五”计划期间,我省公共图书馆工作,要在继续推进公共图书馆事业发展的同时,把工作重点放在努力提高办馆质量和提高办馆效益上面。要把提高办馆质量和提高办馆效益做为共同的努力目标,统一思想,积极进取。一、为什么要把工作重点放在努力提高办馆质量和提高办馆效益上? (一)国家兴建图书馆的目的,主要是为了发挥馆藏图书的作用。图书馆的藏书是巨大而重要的智力资源。把这个智力资源开发和利用好,对于提高民族文化素质,对于“四化”建设,是非常必要,也是完全能办到的。要开发和利用图书馆,就要提高办馆质量和办馆效益。
