新化县地处湘中腹地,资水中游,是全省重点林区县、国家石漠化治理试点县和毛竹产业重点基地县。全县辖27个乡镇、2个国有林场、1个经济开发区,总人口142万,林地面积306万亩,占国土面积的56.1%,活立木蓄积量699.138万立方米,森林覆盖率54.9%。近年来,该县县委、县政府认真贯彻落实十八大精神,严格按照“绿色湖南建设纲要”和“绿化娄底四年行动计划”要求,以争创“全国绿化模范
