由文書处理部門立卷,是苏联的經驗。这一經驗已經被我們接受,而且在实际工作中多次証明是正确的。但是,我們感到对推行文書处理部門立卷的理解,有进一步商量的必要,現在提出我們的看法,希望大家指正。
It is the experience of the Soviet Union to make a scroll by the clerical department. This experience has already been accepted by us and proved true many times in actual work. However, we feel it necessary to further our understanding of the promotion of the roll-up of the word processing department. We are now proposing our views and I hope Members will correct the situation.
