车辆超载是重大事故隐患,历来是重点整治的对象。但就普遍情况而言,近来治理客运车辆超载的效果远远好于治理货运车辆超载。笔者认为形成这种局面的主要原因有以下几点: 一、重视程度不同。客运车辆超载容易发生影响大、涉及面广的群死群伤事故,从中央到地方都十分重视这个问题,要通过对事故责任的“倒查制”追查相关责任人,因此谁也不敢轻视。相比之下,货运车辆超载造成的交通事故,伤亡人数较少,责任全由肇事驾驶员扛着,对其他人影响不大,也没有多少人追根查底。
