10月21日,国务院国资委纪委书记强卫东做客中央纪委、监察部网站,就中国铁建8.37亿元业务招待费检查情况进行通报时表示,中央纪委领导同志对这个事情高度重视,要求认真核查,严肃处理相关问题,并要求在核查报告上签字背书。背书是一个金融名词,指在票据背面或者粘单上记载有关事项并签章的附属票据行为,背书的人对这张票据负有某种程度、类似担保的偿还责任。之后就引申为担保、保证的意思,即为自己的事情或为自己说的话作担保、保证。现在我们看到中央纪委把这样的签字背书运用到核查报告上,即由监管责任人在核查报告上签名后上报,不能不说是一种创新,可以让监管责任人更加意识到自己在这方面的责任。正如强卫东介绍,这一做法是推动责任主体认真履职、敢于担当、落实责任的创新形式和有效举措。
