在新时期的背景下,政府正在从“政府管理”向“政府治理”的方向转变。是政府在法制的框架内,与多元市场主体协同治理社会的新模式。本文在此基础上进行政府治理文化的分析,是以政府主导、多元主体为有限的治理范围,以开放式的治理方式构成的有机整体。从建立清单制度、加强公开制度、健全沟通机制三个方面来研究政府治理文化的发展方向,有助于构建全面型政府治理文化,促进法治国家总目标的实现。
In the new era background, the government is changing from “government management” to “government management”. It is a new model for the government to work with the society in the framework of the legal system and with multiple market players. Based on this, this article analyzes the government governance culture, which is an organic whole formed by government-led and diversified subjects as the limited scope of governance and open governance. From the aspects of establishing the inventory system, strengthening the open system and improving the communication mechanism, it is helpful to study the development direction of the government governance culture so as to build a comprehensive government governance culture and promote the general goal of the government under the rule of law.
