天津市水库渔业面临的困境及其对策

1989年是实现天津市市委、市政府提出的“苦战3年,基本解决全市人民吃鱼问题”的奋斗目标后的第2年。在这一年里由于饲料调价,鱼价下跌,开始出现了一批养鱼亏损户,市场上出现了卖鱼难问题。正是在这一年里,天津市出现了大旱,各水库蓄水严重不足,部分水库出现干涸。1990年市政府将进一步落实征收农林特产税。在这种情况下,如何发展我市的水库渔业呢?
