为解决山海关古城景区利益主体多元化、功能作用多样化、发展目标多重性这一改革难题,本文从创新治理结构研究入手,系统地提出了协调好所有权与经营权关系、解决好资源开发与保护矛盾的合理的制度安排及实施措施,以期最大限度地发挥山海关古城旅游资源的作用,更好地为经济建设服务。
