随着我国核电项目陆续的启动,在核电项目中开展有效的风险管理的需求更加急迫。而设计作为核电项目的龙头,更应该将核电项目设计风险进行有效的管理。全面风险管理是一套科学、合理的风险管理办法,通过适宜性调整引入到核电项目设计风险管理中。本文以全面风险管理为基础,系统地提出了适用于核电设计项目的全面风险管理体系架构。包括目标体系、流程体系、方法体系、环境体系,并赋予其核电对应的定义及内涵。并选取某核电项目开展设计风险管理应用,用德尔菲法识别风险,采取优先度开展风险分析,结合风险等级和优先度进行风险应对。通过该应用,验证全面风险管理体系可适用于核电项目设计风险管理。
As China’s nuclear power projects have started one after another, the demand for effective risk management in nuclear power projects is even more urgent. As a leading nuclear power project, design should more effectively manage the design risk of nuclear power projects. Comprehensive risk management is a set of scientific and reasonable risk management measures, which are introduced into the design risk management of nuclear power projects through suitability adjustment. Based on the comprehensive risk management, this paper systematically put forward a comprehensive risk management system architecture suitable for nuclear power design projects. Including the target system, the process system, the method system, the environmental system, and gives its nuclear power corresponding definition and connotation. And select a nuclear power project to carry out the design of risk management applications, using Delphi method to identify risks, take priority to carry out risk analysis, combined with the risk level and priority risk response. Through this application, it is verified that a comprehensive risk management system can be applied to the design risk management of nuclear power projects.
