近年来,由于我国交通决策还不完善,加上交通管理尚有漏洞,个别厂商在没有国家机动车生产目录的情况下,私自改装生产拖拉机变型动输车,由于其价格低,又有农机优惠,在一些地方发展很快,且有蔓延之势。拖拉机变型运输车是指用手扶拖拉机的动力改装的专门用于道路运输的车辆,它已失去了田间牵引农机作业功能,已经不属拖拉机的范畴。为此,从改善道路交通环境,维护良好的交通秩序,保障道路交通安全等角度,笔者就不宜发展拖拉机变型运输车(以下简称变型车)谈谈个人的见解。
