准确评估申报项目的质量，是国际合作交流组织管理的重要环节。由于客观条件等诸多方面的制约，在国际合作与交流项目的组织审批上，我国至今还没有建立一套完善的评审制度和方法。因此，科学地组织和评估国际合作交流项目，使之走上民主化、科学化的道路，使有限的资金发挥最大的效益，具有重要意义。本文针对出国会议、在华会议、出国考察、国际合作研究、接待来华专家、留学人员回国讲学等不同类型项目的特点，提出各类申报项目的评估指标体系及综合评估模型，以辅助国家基金委国际合作局的管理。
Accurate assessment of the quality of the declared project is an important link in the management of international cooperation and exchange organizations. Due to the constraints of objective conditions and many other aspects, so far we have not set up a sound system of assessment in organizing and approving international cooperation and exchange programs. Therefore, it is of great significance to organize and evaluate the international cooperation and exchange programs scientifically so that they can take the road of democratization and scientization so as to maximize the benefits of limited funds. According to the characteristics of different types of projects such as overseas conferences, overseas conferences, international cooperation studies, reception of experts from China, returning students to study abroad and so on, this paper puts forward the evaluation index system and comprehensive evaluation model for all kinds of declared projects to assist the national funds Administration of the International Cooperation Bureau.
