To solve the water problems in Tianjin and Tangshan, the State Council decided in 1973 to build the Panjiakou Reservoir, the Daheiting Reservoir and the Luanhe River to Tianjin. In June 1981, the State Council approved the allocation of 1.9 billion cubic meters of water in the annual distributable amount of Panjiakou Reservoir to 1 billion cubic meters of water for use in Tianjin and 300 million cubic meters of water for Tangshan.
