霞浦县溪西水库位于罗汉溪干流河道上,大坝址坝位于罗汉溪上游溪西村.海拔400多米。水库集雨面积53平方公里,上下游总落差420余米,流域内多年平均年降水量1765毫米。水库总库容3980万立方米,兴利库容3500万立方米,死库容100万立方米。溪西水库工程于1972年4月动工,1974年10月竣工。1986年3月,动工兴建溪西水库配套工程--柏洋引水工程
