针对地方党委如何加强集体领导的问题,我们先后到22个县市进行调查研究。从调查的情况来看,地方党委要搞好集体领导,至少要处理好以下几个问题:1.党委成员要牢固树立集体领导的观念,注意处理好四个关系。一是坚持党的领导与改革、建设的关系。有了坚强的党的领导观念,才能坚持党的领导,改革和建设才有可靠的保证,党的集体领导才有前提和基础;二是下级党委与上级党委的关系。地方党委只有不断增强政治纪律观念和组织纪律观念,坚决执行上级党
In response to the question of how to strengthen collective leadership by local Party committees, we conducted investigations and studies in 22 counties and cities successively. From the survey’s point of view, local party committees should do a good job of collective leadership, at least to deal with the following issues: 1. Party members to firmly establish the concept of collective leadership, pay attention to handle the four relationships. First, we must uphold the party’s leadership and the relationship between reform and construction. With a strong concept of party leadership, can we insist on the leadership of the party so that there can be a credible guarantee for reform and construction, and the collective leadership of the party has the premise and foundation.
