At 19:28 pm on May 19th, the siren was ringing. Let us remember this moment that 1.3 billion people have observed the silence of tens of thousands of victims, the first time the national flag has fallen for civilians. The State Council has decided that May 19-21, 2008 will be the national day of mourning.
