汛期来临,黄河堤防、控导工程观测水位变化时,一直延用过去普通而简陋的水尺,或水泥制作或木杆制作。虽然有的工程安装有一套自动遥测装置,但因工程线长,不能较为全面、准确地反映洪水通过此工程的全过程水位变化,还必须靠人工来观测各点水尺变化。据多年经验表明,这种方法主要有以下5种弊端:第一,因水尺材料粗糙等,影响水位准确程度;
