加强党内监督与党外监督的重要性与迫切性正在引起全党同志的高度重视。党的十三届六中全会通过的《关于加强党同人民群众联系的决定》中指出:“要建立和完善党内监督与党外监督,自上而下的监督和自下而上的监督制度。”党内许多同志已经认识到,加强党内监督是实现党的基本路线的重要保证,是加强党的纪律、团结和统一的重要条件。在国际敌对势力对我国实施和平演变战略的新形势下,加强监督工作又是同腐败现象作斗争的有效武器,因而也是防御和平演变的不可缺少的措施。但是,目前仍有许多同志对监督工作中的一些重要问题认识不一致或者有误解,以致在党内监督问题上往往
