“垃圾”信函,是指寄信人为了一个商务目的,向四面八方各行各业单位盲目投寄信函,其特征以经营获利为目标,以收信人姓名不详为共性,以投信人“广种薄收”为手段,于是收信人拆封阅信乃至连信封也不拆开,统统将其归入垃圾箱之谓也。“垃圾”信函归纳起来有如下几类:其一:推销商品设备信函,自吹自家产品设备列同行之冠,购买商品后使用效率“立竿见影”。其二:研讨会邀请书,称为某发展战略需要,在某大城市召开专题研讨,邀请著名专家、学者讲学报告,并组织参观考察,美其名日考察,实为旅游。
