主任、各位副主任、秘书长、各位委员:我受市人民政府的委托,向市人大常委会报告本市2003年上半年预算执行情况,请予审议。今年以来,全市各行各业认真贯彻中央经济工作会议和市委八届二次会议精神,全面展开“世博会与上海新一轮发展”大讨论,积极深化“科教兴市”新一轮发展的总战略,努力建设产业、服务和人才新高地,在取得抗击非典阶段性胜利的同时,国民经济继续保持良好增长势头。上半年,本市国内生产总值完成2825.7亿元,同比增长11.4%;工业增加值完成1324.5亿元,同比增长18.5%;社会消费品零售总额完成1083亿元,同比增长8.8%;居民消费价格指数为99.6。在全市经济持续、快速、健康发展的基础上,上半年预算执行情况良好。地方财政收入增幅高于国内生产总值增长率26.8个百分点,顺利实现“时间过半,任务过半”的目标;地方财政支出预算执行进度比上年同期提高2.2个百分
Director, Vice Presidents, Secretary General and Members: I am entrusted by the Municipal People’s Government to report to the Municipal People’s Congress Standing Committee on the budget implementation in the first half of 2003 for consideration. While making the victory in the fight against SARS, the national economy continued to maintain its good momentum of growth. In the first half of this year, the city’s GDP completed 282.57 billion yuan, an increase of 11.4%; industrial added value completed 132.45 billion yuan, an increase of 18.5%; total retail sales of social consumer goods completed 108.3 billion yuan, an increase of 8.8%; consumer price index Is 99.6. On the basis of sustained, rapid and healthy development of the city’s economy, the implementation of the budget in the first half of the year was in good condition. The local fiscal revenue increased 26.8 percentage points higher than the growth rate of the gross domestic product, smoothly achieving the goal of “over half of the time and over half of the tasks”; and the progress of the implementation of the budget for local financial expenditure was 2.2 percentage points higher than the same period of last year
